Job Description

The Department of Human Services, Division of Information Technology, Bureau of Enterprise Systems and Technology is looking for a Web Developer focused on the development and maintenance of custom web applications for the State Resource Centers (SRC).

The position will be responsible for working with the leadership and staff at the SRCs to identify requirements for new web applications or for modifying existing web applications.

This position will independently initiate prototype development and configuration into Development, Test, and if necessary, Production environments.

This position will be responsible for designing, coding, testing, and deploying application code for SRC web applications following standards laid out by the Bureau of Enterprise Systems and Architecture Bureau. The position will produce training materials, aid in the mentoring of SRC staff on how to best use new product technologies, and conduct training as needed and via various formats.

The position will be responsible for independently researching technology products and determining feasibility to align with DHS Information Technology initiatives and priorities. Position collaborates with Glenwood Resource Center IT Director and SRC Development staff to identify the best ways to integrate new technologies into the SRC web applications.

Key Responsibilities

  • Independently research new products and technologies and advise leadership on which products meet the desired need

  • Initiate prototype development with newer technologies as a proof of concept

  • Mentor existing staff on the best ways to utilize products the division is exploring and the best ways to integrate those into existing applications.

  • Design, code, and deploy new and enhanced applications.

  • Adhere to governance standards outlined by the Division’s leadership, Project Management Office, and the Architecture Bureau.

  • Effectively communicate with business and technical resources to understand and develop solutions that meet business requirements.

We are looking for an applicant with the following required qualifications:

  • Associate’s degree or higher in computer science, information systems or related field from an accredited college or university. Equivalent experience can be substituted for education.

Demonstrates the following abilities:

  • Listening skills in order to understand what people say and to detect what they might be hesitant to say, and interpret and translate the requests into actual business needs

  • Communication skills to communicate information effectively and in appropriate format and detail to customers, managers, and technical staff

  • Organizational skills to work with the vast array of information gathered during elicitation and analysis and to cope with rapidly changing information, often while managing requests across multiple projects.

6 months’ experience, 12 semester hours, or a combination of both using Microsoft SQL toolset within no more than 2 major versions of the current release.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;

OR

an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the specialty areas listed above, for the required education;

OR

an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education;

OR

employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 3.
