Indian Health Service Engineering Technician in Sioux City, Iowa

Summary

Position is located in the Division of Sanitation Facilities (DSFC) Construction of the Office of Environmental Health & Engineering, Great Plains Area. The purpose of the position is to serve as a Geographic Information System (GIS) technical advisor and assist the DSFC Director with administration of the program to include resource and environmental mapping data systems and integrating GIS operations into the drafting and designing programs.

Responsibilities

This position will support the Federal Government's response efforts to COVID-19. Serves as the database administrator for the Geographic Information System (GIS) for the DSFC program. Ensures that all needed expertise is available for project applications and that all activities are properly integrated and scheduled. Evaluates new operating systems and application software packages for GIS. Assists customers in using spatial and statistical methods to analyze attributes and geographic information to develop new GIS data layers. Updates and maintains maps, gathering data from surveys, both visual and physical, and real property data. Participates in developing cost estimates for GIS services and in writing contract specifications for GIS related work, such as data acquisition.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS:

GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience with AutoCAD and data entry within ArcView GIS software or equivalent. Creates and/or updates GIS data to develop, populate, and maintain the GIS. Advises users of GIS files to ensure that drawings are constructed and interpreted properly. Updates installation maps, gathers data from surveys, both visual and physical, and real property data. Completes the daily activities of the GIS system. OR, completed one full year of graduate education directly related to the work of the Engineering Technician such as engineering, construction, industrial technology. GS-08: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience with AutoCAD and data entry within ArcView GIS software or equivalent. Creates and/or updates GIS data to develop, populate, and maintain the GIS. Advises users of GIS files to ensure that drawings, particularly those involving multiple disciplines, are constructed and interpreted properly. Maintains GIS archives for completed and ongoing project data and drawing files. Updates and maintains installation maps, gathering data from surveys, both visual and physical, and real property data. Completes the daily activities of the GIS system; monitors progress and recommends GIS resources to meet project schedules and mission requirements. GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-08 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience with AutoCAD and data management within ArcView GIS Software or equivalent. Directs the daily activities of the GIS system; develops schedules to meet project needs, develops project work assignments, monitors progress and manages GIS resources to meet project schedules and mission requirements. Utilizes information provided by the Project Engineer and some information obtained independently to complete or modify complex drawings and as-built drawing in Auto CAD/Civil 3D and Arc View/GIS software. Updates and maintains installation maps, gathering data from surveys, both visual and physical, and real property data. OR, completed two years of graduate education or a master's degree directly related to the work of the Engineering Technician such as, engineering, construction, or industrial technology. GS-10: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience with AutoCAD and data management within ArcView GIS software or equivalent. Experience managing multiple teams. Directs the daily activities of the GIS system; develops schedules to meet the project needs, develops project work assignments, monitors progress and manages GIS resources to meet project schedules and mission requirements. Utilizes information provided by the Project Engineer and some information obtained independently to complete or modify complex drawings and as-built drawings in AutoCAD/ Civil 3D and ArcView/GIS software. Updates and maintains installation maps, gathering data from surveys, both visual and physical, and real property data. Time In Grade

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned. Recruitment incentive may be authorized. At least a 6 month service agreement will be required.
