Job Description

This is a non-merit position with the Iowa Veterans Home.

Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements will be placed on the eligible list.

The Iowa Veterans Home is looking to fill a Finance Bureau Chief (Public Service Manager 1) to assist the state.

This At-Will financial management position, reporting to the Operations Executive Administrator, serves as the Bureau Chief of the Finance Bureau and is a member of the senior administrative team. This position directs/coordinates the financial accounting operations of a major, complex state agency responsible for providing long-term care for Veterans and their spouses. This Bureau consists of the Budget Office, Purchasing Office, Cashier’s Office, and Resident Finance Office.

The primary responsibility of this position is to manage, coordinate, and evaluate the operations of the Finance Bureau. This position supervises staff members who are responsible for multiple accounting processes. This position delegates responsibility of workflow and other assignments to subordinate staff. Must be able to supervise and evaluate the work of subordinates; effectively recommend personnel actions related to selection, disciplinary action, performance and evaluations, leave of absence, grievances, work schedules and assignments, and administer personnel and related policies and procedures.

This position must have a high degree of knowledge and experience related to accounting systems, computer software, operating systems and databases. This position manages operations related to Budgeting, Financial Management, Reporting, Accounts Receivable, Receipts, Accounts Payable, Federal Reimbursements, and Internal Billings. Candidate must have experience working with and reconciling various accounting systems. Must be able to research, interpret, and implement Federal and State laws as well as Agency policies and procedures to maintain compliance with laws and regulations.

This position is responsible for proper completion of financial reports including the Statewide Comprehensive Annual Finance Report and Single Audit.

A thorough knowledge of Generally Accepted Accounting Principles (GAAP), accounting theories, concepts and terms, and Single Audit compliance requirements is preferred. Must have experience evaluating internal controls.

This position will have extensive contact with other divisions, State and Federal agencies, residents, and the public. Must be able to effectively communicate, work with and lead team members through daily operations, and resolve problems. Strive for excellence when providing customer service.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

2) Eight years of full-time work experience in program administration, development, management, or operations.

3) All of the following (a and b):

a. Four years of full-time work experience work in program administration, development, management, or operations; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Two years of full-time work experience work in program administration, development, management, or operations; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is

also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
