We are hiring! Are you looking for a supervisory accounting position where you can make a difference? The Iowa Veterans Home in Marshalltown has an opening for an Accountant. This position is located in the Resident Finance Office and Cashiers office and performs advanced professional accounting work.
Oversee and direct the Resident Finance Office and Cashier's Office with revenue collections exceeding $80 million annually.
Implement and help develop the accounting system to meet management needs and state and federal requirements and regulations.
Responsible for continuous review of the accounting system including updates to streamline processes and improve accuracy and efficiency.
Plan and coordinate the billing and collection of Medicaid and Department of Veterans Affairs and resident support for the facility.
Direct the preparation of monthly billing statements, bank statements, accounts receivable agings, and other periodic reports.
Direct and oversee the proper recording of residents' incomes including Social Security, Veterans Benefits, Pensions, Insurance, and Private Pay. Direct the preparation and distribution of checks. Prepare special reports for audit purposes and analysis of accounts receivable.
Develop, direct, and implement internal controls control measures, standard work, and procedures in compliance with applicable federal, state, and departmental laws, rules and regulations and standard for accounting and reporting.
Supervise the work of Accounting Technicians and Accounting Clerks to ensure adherence to quality standards, deadlines, and proper accounting procedures in the Resident Finance Office and Cashier's office.
Recommend and perform personnel actions including staffing, hiring, investigations, disciplinary procedures, performance management, leave, and grievance procedures.
Oversee and assist in the development of the budget for Resident Finance and Cashier's Office.
Assist in preparing the annual GAAP package as pertinent to the work unit.
The ideal candidate will possess
Knowledge of professional accounting principles, theories, concepts and terms.
Knowledge of the basic trends and current developments in governmental accounting.
Ability to classify accounting transactions, maintain and reconcile accounts, close accounts and prepare reports and statements.
Ability to plan, organize, control and effectively supervise the work of subordinates.
Displays high standards of ethical conduct.
Ability to work and communicate with all stakeholders providing quality professional service.
A high level of initiative, effort, attention to detail and commitment by completing assignments efficiently with minimal supervision.
- Advanced experience in Excel and QuickBooks Enterprise preferred.

Minimum Qualification Requirements
Graduation from an accredited four year college or university with satisfactory completion of a minimum of twelve semester or equivalent hours in accounting coursework and four years of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency, public accounting firm or private industry; two years of which involved supervisory responsibility over a major functional accounting area similar in scope to that associated with an Accountant 3 with the State of Iowa;
substituting one year of work experience in the above areas for each year of the minimum educational requirements (thirty semester or equivalent hours equals one year);
any combination of qualifying post high school level education and experience which totals eight years; no substitution for the two years of major supervisory responsibilities;
substituting graduate level coursework in accounting, business administration, or finance for each year of the required experience to a maximum of two years on the basis that satisfactory completion of 30 semester or equivalent hours of completed graduate level coursework is equivalent to one year of experience;
Certified Public Accountants may qualify with three years of the required experience;
employees withcurrentcontinuous experience in the state classified service that includes the equivalent of twelve months of full-time experience as an Accountant 3 shall be considered as qualifying.
