Job Summary

The Senior/Regional Project Quality Manager is responsible for developing, implementing and maintaining quality manuals, standards, procedures, requirements, and guides for an office or business unit area to support the successful execution of projects as described in the Division's Quality Management System (QMS). The Senior/Regional PQM has the authority to allocate assigned resources and make quality program execution decisions within the bounds set by Division requirements and project contractual commitments, and as directed by the Director of Quality Management Services or Director of Nuclear QA. The Senior/Regional PQM also functions as the project PQM for multiple projects.

Key Responsibilities

Project Initiation:

  • Review the contract scope of services for the client’s quality requirements to assist in the development of the following:

  • Project-specific Quality Management Plan (QMP) in the digital PEP or Client Deliverable, as required

  • Project Quality Control Plan (QCP)

  • Participate in the Project Kickoff Meeting, discuss details about the project’s quality requirements, specific topics covered will be based on the project's scope and applicable QMS requirements

  • Ensure that all pertinent quality activities are included in the Project Workplan and Schedule. Activities may include:

  • Project Assessment

  • Project Audits

  • Design Reviews outlined in the project QCP and Project Execution Plan (PEP)

  • Quarterly review/update of the PEP

  • Encourage projects to track and input Lessons Learned into the online tool

  • Compare Supplier/Subcontractor (Vendor) bid list against the Global Supplier Database (GSD)

  • Communicate with the PM, Project Team and Procurement Manager on issues such as:

  • Identification of new Vendors and their prequalification status

  • Previous supplier performance challenges on Water projects

  • Supplier or subcontractor quality issues, including NCRs

  • Ensure Discipline Chief Engineers are notified of specifications planned to be purchased; Chief Engineers to identify critical packages to the Procurement Manager

  • Facilitate the evaluation of WTR-AM-WI-PR-0003, Equipment And Material Surveillance Guideline or services when these are not included in baseline inspection requirements.

  • Participate in the creation the Inspection and Test Plan (ITP) from RFQ packages

  • Manage the Quality budget allotted for the project

Project Execution:

  • Facilitate/coordinate training at appropriate times throughout the project engage appropriate subject matter specialists, when appropriate.

  • Conduct content reviews prior to issuance of the following project documents, where applicable for compliance to the QMS:

  • Project Execution Plan (PEP)

  • Project Communications Plan

  • Project Insurance Plan (PIP)

  • Project Procurement Plan

  • Project Constructability Plan

  • Project Specifications

  • Participate in project meetings as necessary to maintain appropriate project support. Be prepared to discuss any issues related to the project, which may include:

  • Assessment and/or audit activities

  • Water QMS changes/updates

  • Current engineering/quality issues

  • Delinquent supplier/subcontractor (Vendor) quality document submittals

  • Status of project nonconformances, deviations, applicable trending details, and corrective actions

  • ITP updates and clarifications and expectations of inspection activities

  • Provide input on supplier quality issues and whether corrective actions are being addressed and closed by the supplier

  • Keep the Project Team updated on required Safety training

  • Monitor engineering and procurement activities throughout the project, to verify that both client contract and Black & Veatch quality requirements are being met

  • Facilitate, coordinate and manage the Quality Control Review process throughout project execution.

  • Review Supplier submittals such as Quality Manuals, ITPs, and fabrication schedules

  • Track and report Supplier Drawing Submittals

  • Verify ITP information is being kept current and ensure ITP accuracy

Project Closeout:

  • Review project closeout documentation to ensure compliance to Client Contractual requirements, and the Project Closeout Plan

  • Facilitate a Lessons Learned review

Management Responsibilities

Acts in capacity of a "lead person." Does not have management responsibility for the people to whom they provide work direction.

Minimum Qualifications

4 year degree or equivalent management experience in Engineering, Management, Quality or Business required. Minimum 8-10 years prior experience specific to the area of focus: project quality management, QMS program management, nuclear quality management. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Certifications

American Society for Quality (ASQ) Certified Quality Auditor and Certified Manager of Quality/Organizational Excellence (CQM O/E) (desired); certified in Nondestructive Testing Techniques (desired). Active member of ASQ (desired). Six Sigma Green Belt (preferred).

Work Environment/Physical Demands

Normal office environment; may include heavy industrial construction exposure. Occasional physical work conditions: Capable of walking 5 miles and climbing stairs to 300 foot height; walk, climb stairs, ladders, move in/out of vehicles; lift or move up to 25 pounds; supplier or construction site environment has frequent exposure to vibration and loud noise, and occasional exposure to airborne particles, toxic or caustic chemicals, slippery uneven walking surfaces, and risk of electrical shock.
