Job Description

The Iowa Department of Inspections and Appeals is seeking a highly motivated, skilled, solution-oriented, and enthusiastic support individual to join our regulatory department and serve as an Environmental Specialist within our Environmental Health and Contractor! Note that in response to recently passed legislation, the department became the Department of Inspections, Appeals, and Licensing (DIAL) on July 1.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans. DIAL includes eight divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers' Compensation, and Administration.

This position serves as the Environmental Specialist of the Environmental Health and Contractor Bureau. The Bureau consists of licensing for the plumbing and mechanical, pools and spas, tattoos, tanning, back flow preventers, migrant labor camps, lead certification, contractor registration and asbestos.

What You'll Do:

You will be an integral member of our Building and Construction team, providing support to the Environmental Health and Contractor bureau in supporting the agency's operations by:

Oversight of the back-flow tester, pool and spa program, and tattoo registration programs for the Bureau of Environmental Health and Contractor.

• Review initial and renewal applications for backflow registrations, approval of applications, issuance of registrations.

• Provide oversight to clerical staff who may assist in processing applications.

• Provide assistance to the bureau chief, and program staff to support necessary investigatory and legal actions as advised by the DIAL Legal team or assistant attorney general.

• Make recommendations for and draft enforcement actions to be taken against licensees that violate licensing provisions of applicable rules.

• Post enforcement actions to public websites when applicable.

• Draft policies and standard operating procedures for accepting, approving, and issuing registrations.

• Draft updates of the back-flow tester rules in Iowa Administrative Code Chapter 26.

• Provide technical assistance and consultation to licensees of the registration programs to assist in their understanding of the program requirements.

• Provide technical assistance to citizens with questions and concerns about water quality issues related to back-flow prevention program.

• Serve as a liaison with DNR water quality programs when necessary.

Pool/Spa Programmatic Responsibilities

• Review initial and renewal applications for pool and spa registrations, approval of applications, issuance of registrations.

• Provide oversight to clerical staff who may assist in processing applications.

• Provide assistance to the bureau chief, and program staff to support necessary investigatory and legal actions as advised by the DIAL Legal team or assistant attorney general.

• Make recommendations for and drafts enforcement actions to be taken against licensees that violate licensing provisions of applicable rules.

• Post enforcement actions to public websites when applicable.

• Help coordinate the activities of the Environmental Engineer Senior related to pool inspections.

• Draft and maintain standard operating procedures related to pool inspections.

• Provide technical assistance to pool inspectors and facilities regarding rules and enforcement of rules in Chapter 15.

• Review waiver requests received by the Department from pool/spa facilities.

• Gather information from the facility and inspection agency.

• Prepare information for Environmental Engineer Senior, Bureau Chief, and Division Administrator to review.

• Draft communication back to the facility regarding approval or denial of the waiver.

• Perform desk or field audits and spot checks on current pool and tattoo contractors.

• Participates in updating of pool/spa program's Iowa Administrative Code chapters.

• Provide technical assistance to citizens with questions and concerns about the pool and spa program.

• Performs pool inspections as needed to assist with workload in the bureau.

Tattoo Responsibilities

• Review initial and renewal applications for permits, approval of applications, issuance of permits. Provide oversight to clerical staff who may assist in processing applications.

• Provide assistance to the bureau chief, and program staff to support necessary investigatory and legal actions as advised by the DIAL Legal team or assistant attorney general.

• Make recommendations for and drafts enforcement actions to be taken against licensees that violate licensing provisions of applicable rules.

• Post enforcement actions to public websites when applicable.

• Review waiver requests received by the Department from tattoo artist or facilities. Gathers information from the facility and inspection agency.

• Prepare information for Bureau Chief and Division Administrator to review.

• Draft communication back to the facility regarding approval or denial of the waiver.

• Participate in updating the tattoo program’s Iowa Administrative code chapters.

• Provide technical assistance to tattoo inspectors and facilities regarding rules and enforcement of rules in Chapter 22.

• Provide technical assistance to citizens with questions and concerns about the tattoo program.

• Perform tattoo facility inspections as needed to assist with workload in the bureau.

Perform other duties as assigned by the Division Administrator or Bureau Chief.

Other duties as assigned in an emergency or disaster as mutually agreed upon by the employee and employer.

Minimum Qualification Requirements

Graduation from an accredited college or university with a Bachelor's Degree in natural science;

OR

an equivalent combination of experience and education substituting one year of full-time professional work in an environmental, radiation control, environmental health or food sanitation program for each year (30 semester hours) of the required education.
