Job Description

The Iowa Department of Education is looking to fill an Education Program Consultant (Program Evaluation) to assist the state.

The successful candidate will:

  • Engage in a wide range of quantitative and qualitative evaluation activities, including designing evaluations, supporting data collection (e.g., survey development, extant student achievement data sets, focus groups), use of statistical analysis packages (e.g., SPSS, SAS), generation of data displays, interpreting analyses for agency decision making, and developing summaries (e.g., evaluation reports) for internal and external dissemination.

  • Participate on Department internal teams to provide evaluation support for a wide range of projects (e.g., multi-tiered systems of support, mental health, and special education). This work includes: 1) engaging in collaborative work with other team members; 2) participating in regular meetings; 3) attending trainings and reviewing materials; participating in meetings and work with other state agencies; and 4) designing, implementing, using, and disseminating the results of evaluation projects for making agency decisions.

  • Support evaluation of collaborative work with external stakeholders, including participation in existing statewide collaborative implementation and scaling structures, including: 1) facilitation of or membership on statewide project teams; 2) providing technical assistance focusing on evaluation activities at different levels within the educational cascade; and 3) support summary and dissemination of evaluation results for decision making within collaborative implementation and scaling structures.

  • Maintain professional competency through review of professional research, on-site visitation of programs and continuing education activities. Participate in professional activities of Bureau, Division, Department, and national and state organizations. This work includes regular participation in bureau and division meetings and taking initiative for obtaining current information related to other efforts related to instructional practices at the Department.

8:00 a.m. – 4:30 p.m., Monday – Friday with some in and out of state travel, nights and weekends

Desirable Qualifications:

  • Experience interpreting relevant policy and plans related to evaluation to support the design, implementation, and use of results from evaluation projects.

  • Experience synthesizing research and best practice information to support the design, implementation, and use of results from evaluation projects.

  • Experience collaborating with internal and external staff to make decisions about implementation of MTSS, and practices within MTSS, to inform agency and stakeholder decision making.

565 Social Science Research (Qualitative and/or Quantitative)

Applicant should demonstrate a minimum of 6 months’ experience, 12 semester hours, or a combination of both in the area of developing and conducting social science research in fields of study including, but not limited to, education, psychology, sociology, and anthropology. Research may be both qualitative and/or quantitative and may be in one or in a combination of the above fields of study.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:

a. Professional training, teaching, or counseling experience in an educational setting;

b. Professional administrative experience in an educational setting;

c. Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;

d. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.

2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.

3) Graduation from an accredited college or university with a Master's degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
