Job Description

We are looking to find a highly qualified candidate to serve as the Department’sBudget Analyst 3in the Bureau of Accounting. This person will provide key leadership and oversight for the Department’s budget. This position will assume responsibility for developing, implementing, monitoring, training on, and reconciling the agency’s budgets. The person in this position will work with management staff to develop the agency budget for state, federal, and other funds. The person will analyze a variety of information to recommend to management solutions for resolving program/project administration and financial problems and will draft technical reports related to agency budget and fiscal matters.

Your Responsibilities:

  • Serve in a leadership capacity for the department including the development of the department's $5 billion annual budget consisting of over 50 state appropriations and approximately $500 million in federal funds. This includes collaborating with agency management on financial management matters; providing budget analysis and input; maintaining department financial reports; providing recommendations on effective use of resources; preparing justifications for requests/proposals of equipment, facilities, budget, and staffing; and recommending solutions for resolving financial problems. This position works to draft agency procedures for implementation of financial and budget matters for management to consider as well as ensuring that agency fiscal management policies are implemented.

  • Assume responsibility for developing, implementing, and monitoring/reconciling the agency budget by:

  • Performing advanced level financial analysis, planning, and management of the department's budget plan for state, federal, and other funds.

  • Reconciling and monitoring the department's records to the state accounting system (I3) and federal accounting systems to ensure the staff have accurately drawn funds and paid claims.

  • Analyzing a variety of information (state and federal laws, rules, or regulations) and recommending to management solutions for resolving program/project administration and financial problems and evaluating program effectiveness.

  • Analyzing proposed legislation and policy revisions to assess budgetary impact and draft technical reports/correspondence.

  • Notifying management and staff of and implementing funding changes and procedures.

  • Preparing state and federal financial status reports for submission to various agencies, including entering data in the state budget system.

  • Maintaining historical cost data and preparing charts, graphs, and reports for budget administration and fiscal analysis.

  • Developing standards and procedures for more efficient budget administration.

  • Provide consultative budget and management analysis to staff regarding budget formulation, program operations, and appropriations control. Support the training, development, and collaboration of bureau staff as well as department staff on budget management and allowability. This is done by responding to budget questions, conducting regular meetings with teams, developing and maintaining a chart of accounts each fiscal year, developing written procedures, and conducting training seminars for bureau and department staff.

  • Prepare human resource and payroll reports including salary projections, vacancy projections and payouts, and costing of new positions. Maintain database of salary projections to use in projecting the fiscal position of the department. Update worktags and costing strings and approve costing allocations in Workday. Deliver payroll distribution letters to staff.

  • Participate in weekly fiscal team meetings concerning financial and other operational matters affecting the operation of the department. Evaluate and provide resolutions to problems. Recommend and develop policies and procedures including the determination of any impact of program and rule changes.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to three years of full-time work in professional level budget analysis or fiscal management.

2) All of the following (a and b):

a. Three years of full-time work experience in professional level budget analysis or fiscal management; and

b. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.

3) All of the following (a, b, and c):

a. Graduation from an accredited college or university with a master's degree in business administration or public administration; and

b. Two years of full-time work experience in professional level budget analysis or fiscal management; and

c. A total of four years of education and/or full-time experience (as described in number one), where twenty-four semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.

4) Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 2.
