Conduct complex tax audits statewide, which includes limited travel to taxpayer locations and adapting to various office, building, and work environments, analyzing and interpreting a variety of business financial records and statements in multiple tax types. This includes having the knowledge and skill to determine taxability by researching and applying the correct tax statutes, administrative rules, departmental policies and procedures to determine the correct Iowa tax and compliance with Iowa reporting requirements. Outside of the audit work function, this position serves two other functions including an administrative as well as a customer service function.
Conduct audits of individuals and companies of all sizes and structures including sole proprietorships, partnerships, and corporations
Research and apply the correct tax statutes, administrative rules, departmental policies, and procedures for the following taxes: retail sales tax, consumer use tax, retailers use tax, withholding tax, income tax, vehicle use tax, motor vehicle fuel / special fuel taxes, cigarette and tobacco taxes, and local option sales taxes
Utilize internal systems to navigate and identify tax issues, ensuring proper calculations of correct tax, penalty and interest
Travel to audit locations / sites for interviews as well as to observe business operations and accounting procedures
Provide relevant and fact-based notes regarding audit actions taken and any taxpayer interaction
Defend audit findings at hearings and serve as a witness at formal proceedings
Generate leads if they present themselves during field audit work
Participate in regular team or individual meetings and developmental trainings
Complete daily time tracking duties
Complete and manage Bi-Weekly timesheets, attendance, and leave requests
Escalate and inform Auditor 3, program manager or supervisor of potential challenges with work processes, systems and cases
Prepare month end reports, expense claims, and other required reports
Provide clear and consistent communication with taxpayers and their representatives via telephone, email, and standard mail
Fully explain audit work papers, audit results, basis for audit findings, and give compliance recommendations. Fully explain taxpayer rights and appeal procedures
Must pass a criminal background check, FBI fingerprinting, and be in compliance with Iowa tax filing requirements.
Must have a valid Driver's License and provide own transportation to audit sites.
6 months’ experience, 12 semester hours, or a combination of both in accounting or the accounting field. Accounting is the measurement, processing, and communication of financial information about economic entities which includes individuals and businesses.
6 months’ experience, 12 semester hours, or a combination of both in the official examination of and verification of financial accounts and records.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
Graduation from an accredited four-year college or university with a minimum of twelve semester hours in accounting, and eighteen months of full-time professional accounting or financial auditing experience.
Graduation from an accredited four-year college or university with a Bachelor's degree in accounting and one year of full-time professional accounting or financial auditing experience.
Possession of a Certified Public Accountant (CPA) certificate and graduation from an accredited four-year college or university with a minimum of twelve semester hours in accounting.
Graduation from an accredited college or university with a Master's degree in accounting.
Number 1 or 3 above, where each year of full-time work experience in public or private sector accounting, auditing, budgeting, assessment, computation, or collection of taxes, or closely-related financial functions may substitute for thirty semester hours of the required education.
Current, continuous experience in the state executive branch that includes one year of full-time work as an Accountant/Auditor 1.
