U.S. Bank Compliance Analyst - Debit and Prepaid Cards in Cedar Rapids, Iowa
Responsible for maintaining a high degree of knowledge of consumer protection laws and regulations including those relating to prepaid cards and debit cards, related payment systems and operations, and distribution channels. Analyze and interpret applicable federal, state and other regulatory authorities’ rules and regulations, and apply this to review of business line products, processes, systems and procedures to ensure compliance with applicable laws. Participate in regulatory change implementation projects to ensure business line compliance. Conduct compliance reviews, manage compliance exceptions, monitor customer complaints. Oversee the business line development, implementation and distribution of regulatory or compliance-based policies, procedures, and checklists. Provide current regulatory information to and applicable business units and maintain records to meet compliance requirements. Oversee QA/QC compliance programs and conduct compliance training and monitoring.
Maintain a high level of compliance awareness and knowledge to effectively support prepaid and debit card marketing, sales, operations, and servicing functions.
Participate in the approval process for customer facing materials and business changes.
Participate in product, services, and system development to ensure compliance with appropriate laws and regulations.
Participate in timely and effective implementation of legal and regulatory changes.
Participate in the development and maintenance of compliance programs with appropriate internal controls, policies, procedures, communication vehicles and monitoring.
Identify compliance risks through business compliance testing, analysis of audit reports, review of complaints, review of policy and procedures, monitor public media, staff meetings and on-going interaction with other compliance personnel; ascertain root cause; and monitor and follow up on outstanding compliance issues to ensure timely resolution.
Work with management and staff in areas affected by QA/QC that impact changes in products, systems, vendors or personnel to ensure ongoing compliance, and to effectuate understanding and implementation of new policies and procedures.
Participate in the development and implementation of necessary training programs to ensure and improve compliance and to make sure the training addresses issues discovered by monitoring or audit review.
Provide management with periodic assessments of the level of compliance.
Ensure that compliance files are maintained, documenting compliance activities and maintaining appropriate reporting in support of compliance processes.
Bachelor's degree, or equivalent work experience
Seven to ten years of applicable experience (with 5 years’ prepaid and / or debit card risk or operations or similar compliance risk management experience preferred)
Knowledge of Electronic Funds Transfer Act / Regulation E and other consumer protection laws
Advanced degree/ certification, such as an MBA, Juris Doctor, and/or CRCM
Considerable knowledge of government and regulatory laws and regulations impacting debit cards and prepaid cards
Excellent verbal and written communication skills
Project-oriented, with demonstrated effective performance in a fast-paced, changing environment
