Job Description

The Alcoholic Beverages Division (ABD) of the Department of Commerce is recruiting to fill a vacancy for an Accountant 2 who will perform accounting services that support all operations of Iowa ABD. This includes partnering with other staff, customers, vendors, and managers to ensure successful operation and clear communications. This position will maintain and enhance the systems currently in place regarding operations for ABD to include areas of Licensing, Fleet, Warehouse, and daily operations. This position will be in charge of the financial reporting and expense and revenue flows to ensure accuracy in all funds within the Division and will serve as an advisory position to the accounting team for the basic core functions.

This position will be responsible for management of revenue and expenditure sources, reconciliation and balancing of key ledger accounts as well as monthly financial reporting to include profit and loss, net income, and monthly agency Key Performance Indicator (KPI) metrics. This involves ensuring integrity between accounting and operational systems or platforms. Examples including but not limited to revenue and related cash receipts, cash available, and travel expense summaries. Reconciliation of the expenses and revenues as well as ongoing analytics directly related to distribution.

Oversee and monitor the twice monthly bailment accounts payable process, review for accuracy and reasonableness; provide support and guidance to staff in the adjustment and data entry processes, interpret, illustrate, and advise staff and suppliers with regard to bailment values, quantities, transactions, as well as the relationship to inventory available.

Provide support and maintain cross training for financial transactions to include city and county license or compliance fee initiations, quarterly billing of lease receivables, pre audit approvals in I3 Financial, E-Das reporting, returned items reporting, file conversion for ACH/EFT processes as needed to cover vacations, absences, etc.

Administer the Wells Fargo CEO portal access, reporting, and desktop deposit functions. Administer the WEX fuel card program, access, cards, PINS, and invoice approval. Administer the Procurement and Travel Card programs, access, card issuance, training and documentation. Assist other accounting staff in daily operations and work to increase efficiencies throughout the accounting department.

6 months' experience, 12 semester hours, or a combination of both in accounting or the accounting field. Accounting is the measurement, processing, and communication of financial information about economic entities which includes individuals and businesses.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with a minimum of twelve semester hours (or its equivalent) in accounting, business administration or finance; course work and eighteen months of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency, public accounting firm, or private industry;

OR

substitution of work experience in the public or private sector which entailed accounting, auditing, budgeting, assessment or computation of taxes, or closely related financial functions (e.g., treasurer, comptroller, accountant, auditor, budget analyst, etc.) on a year-for-year basis for the required education (thirty semester or equivalent hours equal one year);

OR

substitution of successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting for the required education;

OR

any combination of qualifying post high school level education and experience which totals five and one-half years;

OR

employees with current continuous experience in the state service that includes the equivalent of six months of full-time experience as an Accounting Technician 2 shall be considered as qualifying;

OR

substituting graduate level course work in accounting, business administration, or finance for each year of the required experience on the basis that satisfactory completion of 30 semester or equivalent hours of graduate level course work is equivalent to one year of experience;

OR

employees with current continuous experience in the state service that includes the equivalent of eighteen months of full-time experience as an Accounting Technician 1 shall be considered as qualifying;

OR

Certified Public Accountants may qualify with six months of the required experience;

OR

employees with current continuous experience in the state classified service that includes the equivalent of twelve months of full-time experience as an Accountant/Auditor 1, six months of full-time experience as an Accounting Technician 3, or twenty-four months of full-time experience as an Accounting Technician 2 shall be considered as qualifying.
