Job Description

This is a position for a Transportation Engineer Administrator in the Location and Environment Bureau. The position functions as the Assistant Director plus has primary responsibility for supervision of the Location Engineering Section, NEPA (National Environmental Policy Act) Compliance Section, Public Involvement Section and GIS functions for the bureau. The location engineering section is responsible for pre-location and planning studies, economic/environmental corridor analysis, consultant selection/negotiation/coordination, and compliance with federal guidelines for transportation improvements. The NEPA compliance section is responsible for documenting National Environmental Policy Act (NEPA) compliance for DOT projects, assuring Local Public Agency produced documents follow federal and DOT requirements, and obtaining FHWA concurrence for NEPA classifications. The public involvement section is responsible for the coordination of public involvement activities for transportation projects, including public hearings and public information meetings. GIS staff is responsible for the oversight bureau's GIS enterprise system. This position identifies and leads technology adoption and implementation efforts for the Location and Environment Bureau. It is preferable that candidates have experience with the application of transportation engineering principles, especially as related to planning and specialized location engineering techniques and solutions. The incumbent must have the ability to communicate effectively, both orally and in writing, and have the ability to work individually or in a group. The incumbent must be able to travel independently within Iowa and make presentations at public hearings and city/county/local meetings. Travel to out-of-state meetings and conferences is also required. Applicants may attach a cover letter and resume to their application.

Minimum Qualification Requirements

Licensed as a professional engineer, and the equivalent of four years of full-time licensed professional transportation or related civil engineering experience, one year of which must have included supervisory/managerial responsibility. Must have, or prior to appointment, must obtain an active Iowa professional engineering license through the Iowa Professional Licensing Bureau – Engineering and Land Surveying Examination Board;

OR

employees with current continuous experience in the state executive branch that includes experience equal to two years of full-time experience as a Transportation Engineering Manager or Senior Transportation Engineer;

OR

a Masters degree in chemical, civil, construction, environmental, materials, structural or transportation engineering; or an area closely related to transportation engineering may be substituted for one year of the nonsupervisory required experience;

OR
