The Iowa Department of Natural Resources (DNR) has a job vacancy for a Program Planner 3 (State Forest Nursery Manager) position, within the Forestry Section, located at Ames State Forest Nursery in Ames, Iowa. This position will serve as Team Leader/Lead Worker for the State Forest Nursery. This position assists in and is responsible for the daily oversight of the operations. Duties also include: responsible for management and oversight of the nursery budget, capital improvements, and work toward continuous improvement efforts at the nursery.

Team Leader/Lead Worker

Plans and leads staff meetings, assigns daily work duties, discusses solutions for problems and follows-up with staff and supervisor to ensure responsibilities are carried out properly. This includes training, developing and monitoring work plans for employees and to improve the quality of seedlings being grown at the State Forest Nursery. Responsible for the daily oversight of State Forest Nursery field, shipping, and grading operations and all nursery cultural practices. Demonstrates the proper methods, develops appropriate procedures, and creates standard work guideline to ensure employees at the State Forest Nursery understand the correct techniques for performing their job duties. Provide regular feedback to staff on their work duties to ensure they learn from mistakes, and are recognized for their accomplishments. Provides data and reports regularly to supervisor to track employee accomplishments. Provides detailed feedback for employee evaluations to be performed by the supervisor.

Resource Planning

Analyzes field data collected by staff in order to examine nursery cultural practices and make science based decisions on seed planting rates, fertilization and chemical application. Determines seeding rates for all species and coordinates statewide seed collection efforts. Forms partnerships with nurseries in surrounding states to share data and determine if seed or seedling trades are necessary. Works closely with the departments LEAN facilitator to coordinate continuous improvement opportunities at the State Forest Nursery. Seeks partnerships with outside agencies and businesses to help identify business needs and efficiencies.

Budgeting and Contracting

Communicates budget needs to supervisor. Oversees the timely and adequate purchase of all equipment and supplies for the nursery. Identifies and implements cost-saving measures to ensure the nursery covers its production costs. Coordinates with the Director of Iowa Prison Industries and Department of Corrections to secure an inmate labor force at a reasonable cost.

Tree Sales and Marketing

Leads Forestry Section staff in the development of an annual Nursery marketing Plan. Develops and maintains relationships with contractors and customers statewide to assess markets and to promote nursery sales. Communicate the availability through statewide media.

The starting salary for new state (Executive Branch) employees will be at the base of the pay range ($52,520/annually). Typical hours are 8am – 4:30 pm M-F, but will have occasional evening/weekend work as well as occasional in-state travel. This position offers a competitive salary schedule and benefit package. 12 semester hours, 6 months continuous full-time experience, or a combination of both, in any of the following:

Dendrology

Silviculture

Forest management, tree planting and habitat management

Timber stand improvement

Forest planning

Planning and mapping using Geographic Information Systems (GIS) for forest improvement projects

Forest inventory including tree identification

Reforestation and/or forest health data collection and monitoring

OR

936 Urban Forestry, Horticulture, or Agriculture

6 months' experience in urban forestry, horticulture, arboriculture (landscape plant care, plant nursery); or 12 semester hours in any combination of the following: forestry, horticulture, arboriculture, soil science, urban forestry, or plant science (biology, taxonomy, physiology). Training and demonstrated success in working with:

Urban or community forestry projects;

Experience with tree selection, planting and maintenance;

Experience working with contractors and preparing detailed program reports.

Minimum Qualification Requirements

The equivalent of seven years of full-time economic, environmental, social, health care or agricultural program experience (at the local, regional, statewide, or national level) requiring knowledge in the following: program content, related community resources, user problems, and program/treatment methods - demonstrated by one of these types of work; program counselor; program administrator; program trainer; technical assistant or program consultant;

OR

an equivalent combination of education and experience, substituting thirty semester hours of accredited college course work for one year of the required experience with a maximum substitution of four years;

OR

an equivalent combination of education and experience, substituting thirty semester hours of graduate course work in one of the below listed fields from an accredited college or university for one year of the required experience;
