Definition

Serves as the IT Department project coordinator to provide assistance to department and city users of information resources and technology to improve operational performance. Serves as department liaison to help effectively communicate and manage project expectations to project managers, owners, sponsors, team members and other stakeholders in a clear and concise fashion. Provides direct assistance to IT staff to achieve department and organizational business goals. Reports to CIO on status of IT projects and coordinates SLA (service level agreement) status with all city departments.

Coordinates basic user technical training and remediation activities, oversees information resources repository of instructional materials for user applications and makes recommendations for additions to learning aids and tools. Conducts needs assessments, evaluates assistance currently being offered and develops approaches to enhance company capabilities for end-user support.

Performs daily department administrative and accounting tasks including ordering office supplies, equipment and software. Maintains department records and reports for all projects. Maintains and monitors end-user workstation equipment and productivity tools inventory lists. Perform responsibilities in accordance with all company standards, policies and procedures.

Examples Of Duties

Process all department monthly bills for payment.

Place orders for new products and services according to company policies.

Keep accurate financial and inventory records.

Process all city telecommunication payments and keep accurate records.

Monitor and analyze trends in IT spending and inventory control in order to make recommendations for the future, and to identify areas for possible savings. 

Practice asset management for IT hardware, software, and equipment.

Request regular IT department project updates from staff and provide summary updates to the CIO and to be posted on the city's intranet.

Conduct workflow and business application reviews and provide clear and accurate written results, including detailed flowcharts.

Conduct research for department staff as related to their projects and report back accordingly.

Communicate with city-wide staff in the collection of information as related to ongoing projects and HelpStar requests.  Relate information back to CIO and/or other department staff.

Maintain software site licenses for department/organization.

Coordinate with department directors to assess departmental technical training needs and objectives. 

Create, administer, analyze, and report on end-user needs assessments and skills assessments.

Create and communicate training schedules and consultation with department decision-makers. 

Establish and maintain a database to track training particpants' status results.

Create and maintain training event feedback mechanisms.  Analyze results and make recommendations for training improvements, and integrate changes in curriculum and/or courses.

Maintains records, logs and reports of assistance.

Develops and writes department's staff operational procedures in coordination with the CIO.

Qualifications

Incumbents must possess a bachelor's degree in a technical discipline and a minimum of two years working in a technical operating capacity or a minimum of four years work experience focusing on project management, procurement administration and technical training.  Solid working knowledge of current IT technologies.  Incumbents must also possess excellent customer service, verbal and written skills.
